Director
Win
is the founder VETSPAC.
He retired from the Air Force after serving as a fighter pilot and Group
Commander followed by Pentagon Division Chief and Office of Secretary
Defense assignments.
A National War College graduate, he retired from one of the top three
Defense Contractors Washington offices, as a Senior Business Development
Director Defense Programs and lobbying the Armed Services Committees.
Currently he serves on the Board of Directors for The National Association
of Uniformed Services.
Later he established a Political Action Committee with contributions for
CQ Today Ads, and helped to convince the Armed Services Committee to include
fourteen thousand 100% disabled retirees with full concurrent receipt
offset in the 2005 Defense Budget. Currently he is partnered with John
Brennan as VETPAC Associates, a Washington DC based SDVOSB providing legislative
support for Defense and Veterans Affairs related programs.
Brooks Outland

Brooks manages the VETSPAC Forums and oversees the registration process
for new members.
He retired from the Navy as a Senior Chief Petty Officer. During
his service, he served aboard two ships; the U.S.S. Missouri (BB-63) (1950/1952)
including the ship's first deployment to Korea and the
U.S.S. Forestall (CVA-59) in 1957/1959. He served in Vietnam during
1966/1967, attached to the Military Assistance Command Vietnam/Studies
and Observations Group (MACV/SOG).
Prior to his retirement in 1973, Brooks served as Enlisted Personal Aide to the Deputy Chief of Naval Education & Training (Rear Admiral Dean L. Axene, USN).
Dennis M Skelton
Captain Skelton
was largely responsible for getting the Armed Services Committees to allow
Combat Related Special Compensation for those with less than twenty years
service retire under "chapter 61" in the FY 2008 Defense Budget.
After being commissioned after West Point, D.J. prepared 50 infantrymen for combat operations and conducted successful combat missions in Operation Iraqi Freedom to include participating and being severely wounded in the 2nd Battle of Fallujah.
Most recently in the Office of Secretary of Defense, Captain Skelton was a Military Advisor to Office of the Secretary of Defense Advising and educating senior leaders within Department of Defense, Congress, and Federal Agencies on the needs and issues of our severely wounded service members.
He recently completed the Harvard University, Cambridge, MA Senior Executive Fellowship program and is in the process of starting his next job with the Defense Language Institute in Monterey, CA.
